What do you do when steam says the servers are busy? Is there a fix?

May be wait for a few minutes and try again? Reload PC, start Steam and try again? Drink some beer and try again? Try again and try again?))

cause this is useless advice. Use this Luke:

Q: I have somehow ceased to run some games, I get an error "steam servers are too busy" when you start ... Is the problem?
A: Likely, in the steam came out of one or more protected files of the game. Files need to update yourself to the latest version. The same could be error in the steam-client: language settings have changed.

You have to download the gcf files now. Go to the cracked steam main thread in the stickies section to get them.
